Tulipe is an organization, located in France, that federates donations made by pharmaceutical companies to provide an emergency response to the needs of populations in distress as a result of acute health crises, natural disasters or conflicts. Its involvement takes the form of kits of medicines that can be provided in a very short time frame and that are adapted to needs in the field. With a view to good management of resources, any kits that are not used in emergency missions can be reallocated to other aid programs. In these specific cases, they are donated to duly selected French organizations that commit to respecting a set of requirements as defined by Tulipe.
In 1982, Tulipe was created in response to a genuine need: international humanitarian aid lacked the medicines and medical-surgical equipment it needed to perform its mission. Project C.U.R.E. (Commission on Urgent Relief and Equipment) was founded in 1987 by James Jackson, who was working as an international economic consultant in developing countries when his work put him face to face with the needs of the sick and dying. During a trip to Brazil, Dr. Jackson visited a small clinic near Rio de Janeiro, where he learned that patients were often turned away due to a lack of basic medical supplies. Jackson was moved to action, making a promise to the clinic doctor that he would help provide relief to the people there.
Dr. Jackson returned to his home in Evergreen, Colorado, and with the assistance of friends in the medical industry collected $250,000 of medical supplies in his garage in just 30 days time. By personally paying the shipping expenses, Jackson was able to send an ocean-going cargo container carrying the donated supplies to Brazil. In 1997 James Jackson’s son, Dr. Douglas Jackson, became President & CEO of Project C.U.R.E..
From its humble beginnings in Colorado, Project C.U.R.E. has expanded to many other cities across the United States. Currently, Project C.U.R.E. maintains large distribution warehouses in Arizona, Colorado, Texas, Illinois, Pennsylvania and Tennessee. In addition, Project C.U.R.E. has established smaller collection centers several other states where donated items are gathered and then delivered to its warehouses. At Operation Smile we believe every child deserves exceptional surgical care. We believe all children deserve to be treated as if they were our own.
Operation Smile was founded in 1982 when Dr. William (Bill) P. Magee, Jr., a plastic surgeon, and his wife, Kathleen (Kathy), a nurse and clinical social worker, traveled to the Philippines with a group of medical volunteers to repair children’s cleft lips and cleft palates.
What they found was overwhelming. “People pushed their babies at us.” recalls Kathy. “They tugged at our sleeves with tears in their eyes and begged us to help their children.” In Naga City, approximately 300 families arrived hoping their children would receive surgery, but the team could only treat 40 children. As they prepared to leave, the Magees made a promise they would return to help more children.
They began soliciting donations of surgical equipment and supplies from manufacturers, threw themselves into grassroots fundraising and assembled a volunteer team of 18 doctors, nurses and technicians for their own medical mission to the Philippines. They helped approximately 100 more patients, but again, hundreds still waited.
They saw the need and Operation Smile was born.

What We Do

In the U.S. Pacific Northwest, we provide free oral health services to people with no access to dental care through our mobile health program, as well as COVID-19 testing, vaccinations, and other medical screenings.
Health System Strengthening – Health systems are those organizations, people, and actions whose primary intent is to promote, restore, or maintain health for local populations. We strengthen health systems by supporting the promotion, restoration, or maintenance of service delivery, health workforce training, information services, access to medical products (vaccines, technologies, and other supplies), and leadership/governance. We work directly with health care providers, facilities, and agencies to provide this support effectively.
Community Empowerment – We work in partnership with communities to ensure our interventions have sustainable long-term impacts. Rather than relying solely on health systems, we empower communities with knowledge and practices to take charge of their own health, reduce preventable illnesses, and improve their quality of life.
